I recall a comment made some time ago (not 100% sure of the source) that when a device appears to fail at power on, it actually a problem that occurred the last time the device was powered off. Does anyone have any references to such a situation?

Welcome, Mr C has mentioned that before but I’m not sure when it was without scrolling through to jog my memory. Personally don’t think I’ve ran into that before. Solid state devices would be more picky to that than tube gear, modern times = modern problems.
Radios + Tubes + Scopes + Cars= Nothing better!
